Personal licences
A Personal Licence, issued under the Licensing Act 2003 (opens new window), is designed to ensure that anybody running or managing a business that sells or supplies alcohol will do so in a professional fashion. Once you receive your Personal Licence, you can act as the designated premises supervisor for any business that sells or supplies alcohol.
Premises licensed to sell alcohol must have a designated premises supervisor, who holds a Personal Licence.
If you are applying for a Personal Licence, you must obtain an accredited qualification (opens new window) first. The aim of the qualification is to ensure that licence holders are aware of licensing law and the wider social responsibilities involved in the sale of alcohol.
Your personal information will be held and used in accordance with the requirements of the legislation.gov.uk: Data Protection Act 1998 (opens new window). We may lawfully disclose information within this authority and to other public sector agencies such as the Police, or the Inland Revenue to (a) Prevent or detect fraud or other crime (b) Protect public funds (c) Make sure the information is accurate.
Disclosure and Barring checks
From the 31st January 2018 Basic Disclosures will no longer be processed by Disclosure Scotland for individuals living in England and Wales.
Individuals living in England and Wales will be able to apply to DBS for a basic check via the new online application route that is available on GOV.UK (opens new window). Alternatively, an individual can use a 'Responsible Organisation' (RO - a third party registered with DBS - to submit checks on their behalf. List of Responsible Organisations (opens new window).

Application forms and guidance notes
You must apply for a Personal Licence with the issuing Licensing Authority in which you reside. Please see the following application forms and guidance notes in full. A new application must include the following:
- Personal Licence application form
- Licensing qualification
- Criminal conviction certificate (Basic Disclosure) - this must be dated no earlier than one month before giving the application to the licensing authority
- Disclosure of criminal convictions and declaration form
- Proof of your right to work in the UK
- Two photographs, one of which is endorsed
- Application fee of £37

Right to work in the UK
From 6 April 2017, any applicants applying for a personal licence must submit further documentation to demonstrate entitlement to live and work in the UK. See the Right to work in the UK guidance.
